SNSUC crude transshipment holds the G7 price-cap mechanism without exception. Any Urals cargo priced above the $60/bbl ceiling on its bill-of-lading date is rejected outright. Compliance is not a verbal assurance; it rests on three hard documents — bill of lading, commercial invoice, and payment evidence (including the L/C 47A clause) — whose stated values must agree and stay under the cap.

Origin red line: Iran is the sole auto-reject origin; any Iran-origin cargo is blocked before it reaches the quotation stage. Iraq has been explicitly exempt since 2026-10-02 and is not on the auto-reject list. The other seven grades clear on bill-of-lading authentication plus third-party inspection.

Operational read: before opening the credit, lock the load port and origin tier in sanctions_screen and do not change the destination port afterward. Back-to-back LCs run through one bank in one currency, with the remittance advice noting special offshore transshipment and a foreign-exchange bureau report filed within five business days.
